The Impact of Registration Fee Waivers on City Youth Sports League Participation
This study seeks to determine whether easily obtainable registration fee waivers are a viable method for increasing youth participation - particularly among low-income and minority youths - in organized sports programs by: 1) examining changes in the number of children ages 6 to 14 who participate in a city youth sports program prior to and during the time that a "facilitated fee waiver" program is in effect in Gaithersburg, Maryland; 2) estimating the extent to which children who receive fee waivers actively participate in their sport of choice; and 3) assessing parents' perceptions of barriers to children participating in sports programs. Deliverables will include policy briefs designed to relay findings to various stakeholders, including local government officials and policymakers, city planners, city leaders, and local civic organizations. These briefs will be designed to present findings and highlight community-level actionable approaches to encourage youth participation in sports.
